THE PAST IS ALWAYS PRESENT: RESEARCHING LEGISLATIVE AND REGULATORY HISTORY … is the topic of Friday, March 6th’s Northern California Association of Law Librarians (NOCALL) Spring Institute. I am honored to be presenting on one of my favorite regulatory history topics (yes, I have a favorite regulatory topic to research): the Industrial Welfare Commission (IWC).
The IWC was established by the Legislature in 1913 (Assembly Bill 1251) to:
… ascertain the wages paid, the hours and conditions of labor and employment in the various occupations, trades and industries in which women and minors are employed in the State of California; and to make investigations into the comfort, health, safety and welfare of such women and minors.
The first orders regulated the Fruit and Vegetable Canning Industry and included requirements for on-site restrooms (including “an adequate supply of toilet paper … in every water closet compartment”) and for “at least one hour for noon day meal…”

AMENDING CALIFORNIA’S CONSTITUTION. Our current state constitution was ratified in 1879 and has been amended 525 times in the last 147 years! Many of the amendments were made via voter-approved initiatives.
