Our review of the annotated history reveals the following legislative history (every “c.” below represents a separate legislative bill):

Prior History: Former Vehicle Code § 39.7, added 1949, c. 1271
Current:
Added: 1959, c. 3
Amended:
•  1982, c. 1273: Designated the former section to be subdivision (a) and added subdivision (b)
•  1985, c. 710: Added the last sentence of subdivision (a) and added subdivision (c)
•  1988, c. 924: Changed the references to tow car to refer to “tow truck” and amended subdivision (a): by substituting “primarily” for “exclusively” wherever it appears in the first sentence, substituting “transporting” for “towing” in the first sentence, and adding the second sentence.
•  1993, c. 479: Added the third sentence of subdivision (a)
•  1999, c. 456: Amended subdivision (b) by substituting “Repossessor’s tow vehicle’ means a tow vehicle which is registered” for “Persons licensed as a repossession agency” and by substituting “that is used exclusively in the course of the repossession business” for “may utilize a tow truck when repossessing vehicle”
