Our review of the annotated history reveals the following legislative history (every “c.” below represents a separate legislative bill):

Prior History: Former uncodified § 13, added by 1873-74, c. 340; amended 1901, c. 123
Current:
Added: 1905, c. 519
Amended:
•  1951, c. 1608: in the first and third sentences in the first paragraph, substituted “judicial district” for “township”.
•  1963, c. 1583: in the second and third sentences in the first paragraph, added the words “or officer of a pound or animal regulation department of a public agency.”
•  1970, c. 580: added the exception; included “dog or cat”; and added the second and third paragraphs.
•  1989, c. 490: in subdivision (b) added the provisions relating to a veterinarian keeping an animal for adoption and transferring an animal to an appropriate facility; added subdivision (c) relating to records by an animal control agency; and made grammatical changes throughout the section.
