Our review of the annotated history reveals the following legislative history (every “c.” below represents a separate legislative bill):

Added: 1959, c. 1813
Amended:
•  1978, c. 1178 – added the commas following “merger, incorporation” in the first sentence and “as nearly as possible” in the second sentence; and the second paragraph
•  1979, c. 1161 – substituted “annexation, or contract” for “or annexation” in the first and second paragraphs
•  1980, c. 1220 – substituted all that part after “incorporation,” the 2nd time it appears for “or annexation” at the end of 2nd paragraph
•  1982, c. 1322 – added “notwithstanding any other provision of law,” at the beginning of the second paragraph.
•  1999, c. 394 – technical changes +references to joint powers agency, etc.
