Our review of the annotated history reveals the following legislative history (every “c.” below represents a separate legislative bill):

Added: 1981, c. 904
Amended:
•  1993, c. 768 to amend the first sentence by adding “a” after “litigation stipulate, in”; “signed by the parties outside the presence of the court”; and “on the record”, and also added the second sentence.
•  1994, c. 587 to delete “on the record” after “court or orally”

Tracing Statutory Language:
