Legislative History Materials: In all cases for California research, whether it is quick download at LegIntentSTORE or our customized research through LegIntentSERVICE, the types of materials we collect include all surviving legislative committees' analyses and their bill files, author's or sponsor's legislative bill files, the Governor's post-enrollment bill file, every amended version of the bill, final history, and any other related legislative committee file that may have been generated on the bill. If the sponsor left behind a legislative bill file or studies on this bill, we also include them, excerpted for your section focus if the materials are voluminous. We also include failed predecessor or competitor bills that sought to affect the section language in the same way as the successful bill. Research of these failed bills provides our clients with useful insight as to the background and development of language of interest to them.

Declaration: Legislative Intent Service, Inc. will provide a declaration executed by a staff attorney that itemizes the legislative history materials. This declaration is a first step to authenticating the materials for use with a request for judicial notice. Legislative History Report and Analysis: Because there is no recognized protocol for the labeling of legislative analyses or for the maintenance of legislative records, the documents themselves, without organization and explanation by our staff attorneys, all legal history experts, can be overwhelming. In addition, the type of documentation available on a legislative enactment varies from decade to decade. Thus, Legislative Intent Service, Inc. provides a detailed Report and Analysis, narrating the legislative activity on the bill from the time of introduction right up to the Governor's Office. Subtleties of the legislative process are explained and pertinent competing or preceding bills are identified and usually included for comparison purposes.
