Our review of the annotated history reveals the following legislative history (every “c.” below represents a separate legislative bill):

Added: 1981, c. 102
Amended: 1981, c. 1163; 1982, c. 327; 1992, c. 722

  • 1981: deleted former second sentence of the 1st paragraph, which stated, “The department shall adopt regulations specifying the manner in which a health care provider shall inform patients of any potential financial liability if the provider elects not to accept Medi-Cal reimbursement for such costs as a result of this provision of law.”
  • 1982: added “to the extent feasible” to the first paragraph
  • 1992: Amended the first paragraph by adding “for all services including, but not limited to, hospital inpatient services,” in the first sentence; and the second sentence.
