California Public Utilities Code Statutory History

Public Utilities Code: Before codification in 1951, issues relating to utilities, rights, obligations, regulation, hearings, and violations could be traced to California’s earliest legislative history in the 1800s in numerous enactments that related to railroads and other common carriers, operations, tariffs, rates and rebates, telephones and telegraphs, and the Railroad Commission. Currently, the range of topics within this Code has been expanded to include, just to name a few, natural gas restructuring, private energy producers, telecommunication services, and specific municipal utility districts and transit authorities.
