THOMAS W. STALLARD

Tom Stallard is a graduate of King Hall, the UC Davis School of Law, and is a member of the California Bar. He has been a U.S. Naval Officer, twice elected county supervisor, and former consultant in the California State Legislature. He is a founding trustee of the California State Library Foundation and the California State Archives Foundation. He has qualified numerous times as an expert witness on the subject of legislative intent, having co-founded Legislative Intent Service, Inc. in 1974. He serves on numerous public non-profit boards including public television station KVIE, Sacramento Metro Chamber of Commerce, and the land use focused Valley Vision. He is the Chair of the Cleaner Air Partnership and is President of the King Hall Alumni Association.

Dorothy Thomson received her Bachelor's Degree in History from the University of California at Los Angeles in 1976. She began her career with Legislative Intent Service as their first legislative researcher in 1978. After obtaining her law degree from McGeorge School of Law, University of the Pacific, in 1981, she began managing Legislative Intent Service, Inc., and in 1983, was promoted to Managing Director. Dorothy pioneered the research methodologies now used by the research staff to ensure clients are provided a thorough research project.

FILOMENA YEROSHEK

Filomena Yeroshek earned her law degree from the University of California, Davis in 1986. After her graduation, Filomena specialized in civil litigation and alternative dispute resolution as an arbitrator. Since 1990, she has taught MCLE and law school classes. Filomena brings her vast background in litigation, education, and alternative dispute resolution to the Legislative Intent Service, Inc. attorney team.

MARIA A. SANDERS

Maria A. Sanders received her law degree from Southwestern University School of Law in 1979, where she served as Editor-in Chief of the Law Review during her final year. On graduation, Maria entered private practice in Los Angeles, specializing in civil litigation practice, adding business and estate planning. Maria began her legal writing career with Barclays Law Publishers in 1987, where she served as senior contributor editor. Maria is sworn in to practice before various federal circuit courts of appeal and the United States Supreme Court.
