Celebrating Janene, the CA Constitution, and Electric Bikes, Scooters and Motors

A HUGE Thank you to Janene!  Janene recently celebrated her 40th work anniversary with Legislative Intent Service, Inc.

Janene’s tenure with LIS has seen many changes: when she was first hired, we were using typewriters!  In recent years, she has overseen the digitization of our internal archives and has been our go-to for finding and organizing helpful old reports, transcripts and periodicals.  If you have had a technical difficulty downloading or opening our research, chances are it was Janene who helped you solve the problem.

We are SO grateful to Janene for her dedication, care and making sure clients get thorough research and excellent customer service.

The “Cost” of state agency employee turnover.  We know Janene’s longevity and institutional knowledge are invaluable when it comes to finding files and explaining past decisions made at LIS.

Her commitment is rare and sometimes when we are researching regulations, we can’t help wishing “Agency X” had a Janene.  While agencies are required to maintain their rulemaking file documents from actions since about 1980, it’s not uncommon to find that an agency cannot locate its files from a particular action.

This happened again recently when an agency was unable to locate an action from the 1990s.  Where did the file go?  Was it misfiled?  Boxed up with a staffer’s personal files?  Damaged?  Saved on a computer that was later deaccessioned?

We know agencies do not lose files on purpose and that changeover amongst records managers is likely a common cause, but it is always frustrating!

Currently, there are several bills related to e-bikes pending before the California Legislature, including:

Assembly Bill 2346: Sets speed limits for electric bicycles and bike paths

Assembly Bill 1942: Would require class 2 and 3 e-bikes to be registered with the DMV and display a special license plate
