Legislative Intent Service, Inc. pioneered commercial legislative history research in California, and we have expanded, over these 30+ years, to include statutes of any state or possession of the United States. Our expert researchers can unravel any legislative system and find the key documents and materials that legislative members and their committees staff rely upon to analyze any proposed legislation. These key documents include analyses, legislative bill files, interim reports, and competitor or predecessor bills from which our client's language may have originally developed. All of these materials and historical documents provide useful insight and information regarding the development of any statute in question. Our customized research service, which is different from our online service, will provide you with a declaration, our confirmation that the research is complete, and a legislative history and analysis report that explains the legislative process for your bill in question. Also, if you have a specific focus on language, we will point to discussion in the materials regarding your focus.
Regulatory Law
Often, state and federal regulations are as consequential as the statutes upon which they are based. Legislative Intent Service, Inc. will provide research and analysis of state regulations in the same format as research performed on statutory law.
Federal Law
Public laws affecting federal statutes have different available documents, such as published reports, abstracts of hearing transcripts, congressional debates, and committee prints or studies, in addition to secondary source documents, such as presidential papers and published articles on a bill's legislative consideration. The era, such as the late 18th Century, all of the 19th and 20th Centuries, and more currently now in the 21st Century, will also dictate the availability and location of relevant documents. In addition, public laws may have a history replete with competitor and predecessor bills that were unsuccessful, along with their surviving reports, hearings, and debates that are crucial to understanding the development of the federal law later enacted. Review of these materials can be an arduous, time-consuming process. Many clients rely on Legislative Intent Service, Inc. to prepare their federal legislative histories in the familiar, organized format that our clients have grown to expect from us.

After 30-plus years of collecting and sorting legislative histories for both state and federal laws, our archived collection is being uploaded for convenient on-line purchasing. The price of the uploaded legislative history is discounted to reflect the fact that the research has not been confirmed as being complete, that there is no declaration accompanying the research authenticating the materials, and there is no legislative history report and analysis to explain the legislative history and accompanying materials. We charge separate fees each for the uploaded history, confirmation of completeness, declaration, and our legislative history analysis and report. Your access to the uploaded history, once it is purchased, will be available immediately to you.
