If you wish to order customized research through LegIntentSERVICE please contact our office (800-666-1917) to discuss your research and the fees. We provide free quotes. There are two factors that determine the fee for any customized California legislative research: the number of legislative bills to be researched and the amount of time to complete the work. We provide a declaration that serves as a first step towards authenticating the legislative history materials that we have gathered on the bill. We also prepare an objective report and analysis that discusses the legislative process of your particular bill and we discuss your code section if you have such a focus. Other California Research

Research on the history of a California Regulation, California Rule of Court, or Rule of Professional Conduct will generally incur a research fee of $575 - $1050, plus expenses, depending on the project. We usually need a minimum of two weeks to access agency records.

Research of any local ordinance is usually accomplished on-site. Our hourly rate varies by request from $150 to $200 per hour or more given our timeframe for research plus all expenses, including travel, meals, copying, etc. Please call us to discuss your project at (800)666-1917.

Fees Can Be Recovered As Cost of Suit

Complete legislative history research is not readily available to the public. Therefore the costs of legislative history research fees is a recoverable cost. (Van De Kamp v. Gumbiner (1990, Second District Division 5) 221 Cal.App.3d 1260, 1280; Applegate v. St. Francis Lutheran Church (1994) 23 Cal.App. 4th 361, 363-364) Costs of legislative history fees recoverable under Code of Civil Procedure section 1033.5(a)(12), which permits recovery of the costs of exhibits "if they were reasonably helpful to aid the trier of fact" are recoverable, even if not submitted to the court where there is statutory ambiguity requiring resort to these aides to statutory construction. City of Anaheim v. Department of Transportation (2005) 135 Cal.App.4th 526, 534-535.
